Five charged in Owings Mills Target store shooting

Baltimore County police on Monday arrested four men and one woman from the Baltimore and Owings Mills areas in connection with a shooting at a Target store in Owings Mills six months ago.

Travonne Smith, 22, of the 4500 block of Creekside Circle, Owings Mills, was charged with obstructing, hindering and making a false statement to an officer. Kaneil K. Vaugh, 19, of no permanent address in Owings Mills, was charged with multiple counts of attempted first-degree murder and first-degree assault along with a number of firearms related charges.

Police charged three with robbery, second-degree assault, misdemeanor thefts, and conspiracy to commit robbery. They were identified as Deion L. Petty, 23, of the 3300 block of East Northern Parkway in Baltimore; Elexis M. Turner, 21, of the 2800 block of Parkview Trail in Baltimore; and, Ronald A. Williams, 26, of the 9400 block Fitzharding Lane in Owings Mills.

The incident occurred when Smith listed an item for sale on the app “OfferUp” and planned to meet with Turner for the sale at the Target cafe at 11200 Reistertown Road around 5:41 p.m. March 12. Smith brought his friend Vaughn to the meeting. Turner tried to distract Smith while Petty approached and grabbed Smith from behind. Vaughn saw what was happening and fired a gun, striking a wall behind Smith and Petty. A fight ensued.

Shoppers were left startled and afraid when the gunshot rang out.

Police said Smith and Turner have been released on bond. Williams, Vaughn and Petty were being held without bail in the Baltimore County Bureau of Corrections.
