Woman killed, passenger injured, man charged with manslaughter

Baltimore County Police on Wednesday were investigating a crash that killed a 57-year-old woman and injured a passenger at the intersection of Courtleigh Drive and Liberty Road.

Police identified the woman as Anita Marie Leach of the 8500 block of Stevenswood Road.  Leach was driving a 2011 BMW.

Police responded to a call at 7:21 a.m. Tuesday after a box truck, traveling east on Liberty Road, drove through a red light and struck the driver’s side of Leach’s car, which was traveling north on Courtleigh Drive on a green light. The driver of the box truck was identified as Ruben Eleazar Penado-Carranza, 28, of the 600 block of Beacon Road.

Leach was rushed to Northwest Hospital, where she was pronounced dead. A passenger in the BMW was rushed to an area hospital with non-life-threatening injuries. Carranza did not report any injuries and was arrested on scene, police said.

Police said Carranza was taken to the Baltimore County Detention Center without bond pending a bail review hearing. He was charged with felony and misdemeanor negligent vehicular manslaughter.
