Man arrested in fatal Owings Mills hit-and-run

An Owings Mills man was arrested Wednesday in connection with a fatal hit-and-run crash on South Dolfield Road early last week, Baltimore County Police said.

Rovyn Joel Prudencio-Banegas, 35, was being held without bail at the Baltimore County Detention Center, where he awaits a bail review hearing.

Police said that Prudencio-Banegas was driving a white box truck west in the 10200 block of South Dolfield Road when he struck a pedestrian who was walking in the roadway at 12:30 a.m. on Feb. 28. The truck stopped briefly, but then continued on South Dolfield Road, police said.

The pedestrian was identified as Maxie Henry Roldan, 42, of the 200 block of Erin Way in Reisterstown. Roldan was rushed to Sinai Hospital where he died a day after the accident.
