Baltimore Watchdog Staff Writer

A 45-year-old man has been charged with multiple counts of rape after having sex with a 13-year-old child, Baltimore County Police said Wednesday.

Thomas Michael Mannion Jr., a Baltimore County Detention Center employee, was found naked in bed with the juvenile after a neighbor entered the residence thinking it was being burglarized late Monday. Police said that the neighbor saw the teenager enter the residence in the 100 block of Bourbon Court in Parkville where Mannion rents a room through a rear sliding glass door just before 6 p.m.

The homeowner had given the neighbor permission to enter the basement to check for the burglary suspect.

Mannion at first denied the accusation, police said. However, an initial investigation found this is the second time Mannion has had sex with the youth. The first sexual encounter was earlier this year, police said.

Mannion was being held without bail pending trial.
