Police fatally shoot alleged bank robber

Baltimore County police today released the name of the officer who fatally shot a 33-year-old man who authorities say robbed a bank in Pikesville on Sept. 23.

Sgt. Botner, a 20-year veteran of the department , fired the shot that killed Oddis Bernard Colvin Jr. of the 8400 block of Winands Road in Pikesville, police said.

Police said Colvin and another suspect robbed the Wells Fargo Bank in the 1500 block of Reisterstown Road in Pikesville at about 1:08 p.m. and were fleeing the scene in a Ford Taurus.

Colvin, who was allegedly driving the vehicle, ignored multiple commands by police to stop and accelerated quick toward the officers when Botner fired his weapon at about 1:20 p.m., police said. Colvin was pronounced dead shortly after the incident, police said.

Police said Botner has not been involved in any other prior incidents and is currently on administrative status, a standard procedure for officers who are involved in shootings, police said. He is assigned to the Pikesville Precinct.

Police said the second suspect, 45-year-old Michael Eugene Stratton, of the 500 block of West Presstman Street in Baltimore, has been charged with two counts of robbery. He was denied bail and is being held at the Baltimore County Detention Center, police said.

Police said they recovered stolen money and bank property from the Taurus. No weapon was found in the vehicle or on the suspects, police said.

Police believe Stratton has been involved in multiple reported bank robberies in the Baltimore area during September.

Police said an administrative review is being conducted on the officer who fired his weapon, and they will be reviewing the footage captured by the responding officer. The shots fired by police will be reviewed by the Baltimore County Firearms Discharge Review Board, police said. They said the investigation will ensure that proper polices and procedures were followed at the time of the shooting, police said.
