Dundalk man faces rape charges

A 30-year-old Dundalk man who had been released on bail last month after he had been charged with raping two women in February was arrested again Friday – this time for a sexual assault that occurred in August, Baltimore County police said.

Brian Keith Cooper Jr. from the 2000 block of Bear Ridge Road was charged with first-degree sex offense, second-degree assault, and dangerous weapon with intent to injure in connection with the Aug. 1 incident, police said. He is being held without bail at the Baltimore County Detention Center, police said.

Police did not release any details about the August incident, but said the victim came forward after seeing news reports on television about Cooper’s arrest on Feb. 28 for the alleged rape of two other women. Cooper faces charges of second-degree rape, second-degree sex offense, and impersonating a police officer in connection with those incidents, police said.

According to police, the most recent incident occurred on Feb. 28, when police said they found Cooper in a vehicle with a 34-year-old woman at about 7:43 p.m. at the dead end of Crafton Avenue.

The woman told police that Cooper had picked her up on Dundalk Avenue and took her to the location. When they exited the vehicle, police said, Cooper allegedly told the woman that he was a police officer and was deciding whether to arrest her.

When they got back into the vehicle, the man told the victim that he would release her in exchange for a sexual favor, police said. Police said they found a badge and handcuffs from the scene.

On Feb. 22, police said they were called to an area hospital for a 25-year-old woman who stated that the day before at 7 p.m. she was at Dundalk Avenue and Graceland Avenue attempting to solicit sex for money when Cooper agreed to pay her for it.

He then drove her to the dead end of Crafton Avenue, pulled out handcuffs and said he would arrest her, police said. According to police, the victim said Cooper asked, “What would you do to stay out of jail?”

After having intercourse with the woman, police said he dropped her off back at Dundalk Avenue and Graceland Avenue. He was charged in connection with both of these incidents on Feb. 28 and released on a $350,000 bond before he was picked up again last week, police said.

These incidents are still under investigation by the Baltimore County Police Special Victims Team. Anyone with information is asked to call 410-307-2020.
